I can confirm that KB4054517 fixes the "error creating child window" issue.
Nearly 3 months later I finally have my sim back!

It seems to work fine for me. I tried all scenarios that previously would CTD at 100%, and they now load fine. I haven't encountered any "error creating child window" instances either, even when opening 2D panels, which previously would cause the error.

The only way I've found to avoid this is to remove all add-on scenery (for me, PILOT'S mesh and Orbx) from the scenery library. Then the sim loads fine every time.
